Technical SEO and on-page SEO are often grouped together because both happen on a website. The distinction matters because the right fix depends on the problem. Improving a title tag does not resolve a page Google cannot crawl, and faster hosting does not tell a page which query it should answer.

Technical SEO is concerned with whether search engines can reach, render, understand, and trust the site infrastructure. It covers crawl paths, indexation, redirects, canonical rules, site speed, Core Web Vitals, structured data, and JavaScript rendering.
A technical issue can prevent a good page from competing at all. For example, a slow template can harm the experience across hundreds of pages, while an incorrect canonical tag can remove a useful page from the index entirely.
On-page SEO gives each page a job.
On-page SEO is about relevance and clarity at the page level. It includes keyword mapping, search intent, heading structure, copy, metadata, internal links, image context, and the relationship between one page and the rest of the site.
The question is simple: when someone searches for this, is this page the clearest and most useful answer? If several pages are trying to answer the same query, on-page work helps separate or consolidate them.
Which should come first?
Start with technical SEO when the site has crawl, indexation, rendering, or performance issues. There is little value in expanding content on pages that search engines cannot reliably access. Once the foundation is sound, on-page work makes the available pages more focused and easier to rank.
In practice, the work overlaps. A redesign of internal linking is on-page strategy and site architecture. Structured data may support a page topic, but it is technical implementation. The useful approach is to diagnose the actual constraint instead of assigning every problem to a generic SEO checklist.
